Russian stock exchange tumbles on fears for oligarch bidding for Gold Fields

TOKYO, April 30 (Itar-Tass) -- Japanese sources have
confirmed that Russia turned over 55 boxes of gold to
Japan from 1916-1920 to pay for supplies of military
hardware. But in the opinion of official Tokyo, Japan has
no Russian valuables that should have been returned to
Russia.

The conclusion was announced by the Japanese Foreign
Ministry, which conducted an investigation to this effect
and insists on its own version as to what happened to the
Russian gold.

During an inquest, banking documents of the Yokohama
Siokin -- the predecessor of the Tokyo Mitsubishi bank --
as well as documents of the army minister of the former
Japanese empire and shorthand protocols of parliamentary
debates have been studied. The Japanese Foreign Ministry
claims that part of the gold was used to finance weapons
supply to the Russian empire and the White Guards. The
rest was returned to representatives of the anti-Bolshevik
forces either in gold or cash.

During World War I Japan issued Russian bonds worth 70
billion yen (more than $636 million) and the funds raised
were also used to pay for weapons. The remainder was
registered as remaining in Japan because after the October
1917 revolution in Russia ownership of the former tsarist
gold was not clear. The deadline by which Russia might
have legally claimed these funds has expired, the
Japanese Foreign Ministry said.

Recently the Russian government has made no inquiries
to this effect, a senior Japanese diplomat earlier told
Itar-Tass. However, in 1991 and 1995 Russia lodged an
inquiry, asking for an investigation, the diplomat said.

Japan adopted an official position on that problem in 1996
after a thorough investigation, the diplomat said. The
conclusion was that the gold had either been returned at
the time or used by the interested sides, he said.

Japan does not have anyone connected with that problem
who is under obligation to return anything now and Japan
has no Russian gold, the Japanese diplomat stressed.
