Minutes of the Federal Reserve's Open Market Committee
meeting of January 31, 1995, reveal that the U.S.
Treasury Department's Exchange Stabilization Fund has
been, as GATA long has alleged and as the Treasury
Department has denied, surreptitiously intervening in
